For Santa Cruz County homeowners, the harder question is what that risk means for the mature redwoods, oaks, pines, and other trees surrounding their homes. Creating defensible space may leave you wondering which trees can stay, which need attention, and whether pruning will be enough.

Below, we’ll explain how wildfire risk can guide pruning, removal, planting, and maintenance. We’ll also discuss the work homeowners can handle and the situations that call for a certified arborist.
How Defensible Space Zones Shape Tree Care
Before deciding whether a tree needs pruning or removal, we look at where it stands in relation to your home.
California’s defensible space guidance divides the area around a structure into three zones. Each zone calls for a different level of vegetation management. Together, these zones can slow fire’s movement toward a structure and give firefighters more room to work safely.
Zone 0: The Ember-Resistant Zone (0 to 5 Feet)
This ember-resistant area includes the space around your home, attached deck, and other structures. Leaves, needles, bark, and other combustible debris can collect beneath trees or on roofs and decks.
Trees growing very close to a structure need careful evaluation, particularly when branches touch or overhang the roof.
Zone 1: The Lean, Clean, and Green Zone (5 to 30 Feet)
This zone covers the landscape immediately surrounding your home, from 5 to 30 feet from the structure. Tree care in this area often involves removing dead branches, reducing connections between shrubs and lower limbs, and addressing canopies that extend over the home.
Regular cleanup also matters in this zone because dry leaves, twigs, and needles can allow fire to move through the landscape.
Zone 2: The Reduced Fuel Zone (30 to 100 Feet)
This zone extends to 100 feet from structures or to the property line, whichever comes first. The goal here is to reduce the amount and continuity of available fuel.
Healthy trees may remain, but they need adequate separation from surrounding vegetation. Dead growth, dense understory plants, and ladder fuels can give a ground fire a path into the canopy.
Just remember that these distances are only a starting point.
Steep slopes, prevailing winds, dense vegetation, and neighboring properties can influence the amount of separation a particular site needs. A mature tree on an open, level lot presents different concerns from one growing above a home on a densely wooded hillside.
Evaluate Each Tree’s Condition and Surroundings
Once we know which defensible space zone a tree occupies, we look more closely at the tree and the vegetation around it. Two trees growing the same distance from a home may present very different concerns.
That means we’ll consider the following factors when evaluating a tree:
- Overall health: Dead and declining trees contribute dry fuel and may shed branches without warning. Thinning foliage, extensive deadwood, trunk damage, decay, and other signs of stress deserve attention.
- Branch structure: Cracked limbs, weak branch unions, cavities, and hanging branches can create hazards during an emergency. Accordingly, it’s often wisest to deal with them proactively.
- Lower limbs and nearby plants: Tall grasses, shrubs, vines, and low branches can form a ladder that carries fire from the ground into the canopy. Removing or separating these fuels can interrupt that path.
- Canopy density and spacing: Crowded or overlapping canopies allow fire to move more readily between trees. The appropriate amount of separation depends on the species, tree structure, slope, and surrounding vegetation.
- Proximity to structures: Branches that touch or extend over roofs and decks require particular attention. Trees can also drop leaves, needles, bark, and cones into gutters or other areas where debris collects.
- Slope and exposure: Fire often moves more quickly uphill, and wind can carry embers ahead of the main fire. Properties on steep slopes or in exposed locations may benefit from additional separation.
An evaluation clarifies what your property needs and which tasks should come first. Homeowners can often handle cleanup, mowing, and the removal of small plants, but larger branches, structural defects, and signs of decline may warrant an assessment by an ISA-certified arborist.
When Pruning Can Reduce Wildfire Risk
Many healthy trees can remain within defensible space when they are properly maintained. Thoughtful pruning reduces potential fuel while preserving the shade, habitat, and beauty mature trees provide.
Depending on the tree and its location, pruning may involve:
- Removing dead, dying, or damaged branches
- Raising lower limbs to create separation from grasses and shrubs
- Reducing contact between neighboring tree canopies
- Cutting branches that touch or extend over a roof
- Clearing limbs near chimneys, decks, and other structures
Lower branches deserve particular attention because they can connect ground-level vegetation to the canopy. CAL FIRE generally recommends at least 6 feet of clearance beneath taller trees.
Young or shorter trees require a more conservative approach so that enough living canopy remains to support healthy growth. Shrubs beneath a tree also affect the amount of vertical clearance needed.
Removing too much live growth can stress a tree and encourage the development of new — often poorly attached — shoots. That’s why our goal is to interrupt fire pathways while maintaining a stable, healthy canopy.
When Tree Removal May Be Necessary
Tree removal usually enters the conversation when pruning cannot reduce the concern without compromising the tree. We consider the tree’s health, structure, location, and role within the surrounding vegetation.
Removal may be a more appropriate solution than pruning when any of the following are true:
- The tree is dead or declining: Dead trees and extensive dry wood can add fuel to the landscape. Advanced disease or decay may leave too little healthy tissue for recovery.
- Structural problems create an immediate hazard: A severe lean, extensive trunk decay, unstable roots, or major cracks can increase the chance of failure. These conditions are particularly concerning near homes, driveways, access roads, and evacuation routes.
- The location leaves few pruning options: Some trees grow so close to roofs, decks, chimneys, or other structures that adequate clearance cannot be maintained without repeated or damaging cuts.
- Dense growth connects surrounding fuels: Selectively removing trees from a crowded stand can create beneficial space between canopies, but thinning should be planned carefully to avoid abruptly exposing the remaining trees to excessive sun, wind, or soil disturbance.

Choose and Place New Trees With Wildfire Risk in Mind
Wildfire-conscious tree care also includes the decisions you make before planting. Whether you are replacing a removed tree or adding one elsewhere on the property, consider its mature size, growth pattern, and maintenance needs before choosing the species and location.
All trees can burn under the right conditions. The amount of vegetation, its condition, and its arrangement around the home often matter more than a “fire-resistant” label. A well-maintained tree with adequate separation may present fewer concerns than a neglected tree surrounded by dry grass and shrubs.
Species also plays a role. Eucalyptus trees (Eucalyptus spp.), for example, contain volatile oils and shed bark, leaves, and branches that can accumulate as fuel.
Meanwhile, Monterey pines (Pinus radiata) and other conifers can produce substantial layers of needles and cones or retain dead lower branches, while coast redwoods (Sequoia sempervirens) and coast live oaks (Quercus agrifolia) can develop large canopies, so their eventual size should be considered long before their branches reach a roof or neighboring trees.
We encourage homeowners to look beyond the young tree they see at the nursery. Keep new trees outside the ember-resistant area closest to your home and allow enough room for the canopy to mature. Consider how easily you will be able to remove litter, provide water, and maintain clearance as the tree grows.
